Dear Sir,

I am desired to forward for the information of Mr. Secretary Chamberlain, the enclosed copy of correspondence which has been forwarded to this office by the Secretary to the Navy League, relative to the increase of venereal disease and especially of its worst forms among the troops at Hong Kong which has taken place since the abolition of the compulsory examination of prostitutes in 1887.

The instructions recently sent to the Government of India with a view to the reduction of venereal disease among the British troops in India will be found in Parliamentary Papers "East India (Contagious Diseases) No. 4 (1897)" and ditto No. 6.
